Are you attempting to use a FLO using a Webhook event trigger from within JIRA? If so, do you know if your user profile has admin permissions within JIRA?

Okay. So that is a “Webhook” event trigger and the your user account might not have the appropriate permissions within JIRA to enable a webhook event trigger. If you switch to the first option I sent above you should be just fine. This will unblock you and then we can investigate if and how to get Admin permissions provided to your JIRA user so that if webhooks are desired that we leverage those.
